You'll need a few different softwares to properly run these games.
Oracle VM VirtualBox - This is the virtual machine you'll use to run a Japanese version of Windows XP. Be sure to install VirtualBox Guest Additions if the download link you choose doesn't include it.
Windows XP Professional SP3 (Japanese) - This is the OS you'll use that's compatible with Odeon and Jisatsu 101.
Neko Project II - This is the emulator you'll use to run Shizuku.

TECH SUPPORT:
I wasn't able to get Odeon running on Windows 10. An English copy of Windows XP with the System Locale set to Japan didn't work either.
There have been conflicting reports of some users being able to run Odeon on Windows 10. YouTube user allllllllllllllllllllln claims they were able to play using a native JP locale on Windows 10. I can only get it to run on Oracle VM VirtualBox with a Japanese copy of Windows XP. When in doubt, just try a VM.
Do not extract the .CAB files. Leave them as-is for the game to run.
TROUBLESHOOTING:
If you're playing on VirtualBox and the sound is lagging, be sure to uninstall VirtualBox Guest Additions. You can do this by going to Devices > Optical Drives > VBoxGuestAdditions.iso
My save files may still be there, so feel free to erase them.

I personally was only able to play this game with a Japanese copy of Windows XP via Oracle VM VirtualBox. Using an English copy of Windows XP with the System Locale set to Japan didn't work. Others have had success without a VM.
UPDATE (December 12, 2023): Download links have been updated. The in-game music was broken but it's fixed now. Thank you to Zakamutt for the fix, and thank you to strawbgreen, Malleus and Nagomikaze in the Perdition Discord server for helping me troubleshoot.

Surprisingly this is the only denpage that works on Windows 10. I still play it on a WindowsXP VM just for fun :)
This game isn't technically denpa, but it explores themes of madness and depression. It also works on Windows 10 (though I play it on a WindowsXP VM just for fun ^_^)

This file is able to run on the Neko Project II emulator. Check out this tutorial for instructions on emulation.
"The game takes place in a fictional world inhabited by Ribika (who look like humans but have cat ears and tails). Their world has fallen into dark times -- a mysterious void has made some places (and even animals) impossible to touch, causing major food shortages. A strange and deadly disease that has killed off a large percentage of the female Ribika population is also spreading.
The hero, Konoe, exists in this miserable world, living alone in the starving village of Karou who have turned to cannibalism. The story begins with Konoe in Karou, where he suddenly begins to see horrible dreams and strange marks appear on his body.
